No one should ever drive drunk. This is why the bar will call you a cab if you need one. Problem is, if you're out in the suburbs, the cab will probably take longer than the 15-20 minutes tha dispatcher said. This is not your bartender's fault. Now you've waited 40 minutes and you're mad. At your bartender. You insist she call back 2-3 times and sit on hold even though she's got a million things to do. You didn't consider that 2 a.m. on a Saturday is the busiest time for cabs. No, now you're accusing her of not calling the cab at all, even though you sat there and watched her do it. Like she has any power over the cab and it's whereabouts. Your bartender cannot conjure up the cab fairy and make one appear. Late cabs suck, but that doesn't give you the right to be an unreasonable bitch. 

  Speaking of cabs, if you have the bar call one, take it. If you find another way to get home, have the bartender cancel the cab. If they show up and you decide not to take it, give the cabbie some cash for their trouble. Don't stand them up like an asshole. Jilted cabbies are less likely to show up at the same bar for another customer. And it would serve you right if one of those customers ran you over after you fucked up their cab ride.
